These are reference rates, not a price list. Ocean and air rates change weekly. The rate on your written quote is the rate that applies to your shipment. Four factors drive most of the price movement:
This is the market rate for the move itself. Ocean FCL is priced per container, ocean LCL per CBM and air per chargeable kg. It is one part of the total bill.
Fuel (BAF), peak season (PSS), congestion and GRI increases, security and documentation fees. Budget 15–30% on top of base freight — more in Q4 peak season.
Terminal handling (THC), pickup and export clearance apply in China. Destination charges include terminal handling, unloading, CN/CP rail to Toronto, Montreal and the Prairies, and port fees in Canada. Carriers bill them per container or per CBM.
Duty is charged at MFN rates, with 5% GST or 13–15% HST and CBSA brokerage under CARM. Trucking or rail to the final door follows. These are bundled into DDP rates and itemized on FCL.

One decision matters more than any other on ocean freight to Canada: where to discharge. West Coast discharge plus CN/CP rail reaches Toronto and Montreal doors in about 26–36 days and is usually the cheapest route to Central Canada. The all-water Panama call at Halifax serves Atlantic Canada doors. Whatever the mode, the door-to-door journey has four separate stages:
