What Is a Dangerous Goods Packaging Certificate?
A Dangerous Goods Packaging Certificate is the common export name for China's Outbound Dangerous Goods Transport Packaging Use Appraisal Result Form. China Customs issues it after an appraisal of the packaging used for a regulated dangerous-goods shipment.
In Chinese trade practice, the certificate is often called weibao zheng. It is a China-specific customs result form. It is not a general certificate issued by a packaging supplier.
The form records the result of the packaging use appraisal and identifies the applicant, goods, packaging, and transport conditions covered. It does not replace the packaging performance test result, transport classification report, safety data sheet, or dangerous-goods declaration. Each document answers a different question.
The appraisal is tied to the goods and packaging presented for inspection. A certificate for one product, packaging configuration, or transport mode does not automatically cover a different shipment.
Packaging Performance Test vs Use Appraisal
For listed export dangerous chemicals, China Customs applies two separate packaging checks. The packaging performance inspection examines the packaging itself. The use appraisal examines how that packaging is used for the actual goods and shipment.

The performance result does not automatically establish that a particular shipment has been packed correctly. The use appraisal checks the connection between the inspected packaging and the goods, packing method, and intended transport mode.
For goods that fall within China's packaging inspection rules, one document does not replace the other. Keep both with the export file and make sure their product and packaging details agree.
When Is the Certificate Required?
In China, the certificate is required when an export falls within customs packaging inspection rules. The main points are:
