What Is Altinn / TVINN?

Altinn is Norway’s common digital platform for reporting to government agencies. Importers and customs brokers use it to submit the electronic declarations required by Tolletaten (Norwegian Customs), signing in with an organization number or through an importer-of-record arrangement.

TVINN is the customs declaration channel used in that workflow. Tolletaten assesses import duty on the CIF value using Norway’s national tariff schedule, then 25% VAT applies to the duty-paid value. Filing electronically before cargo arrives is the normal path; missing or inconsistent data can trigger a value review, a red-channel examination or a penalty.

For shippers the practical checklist is short: have the HS code, commercial invoice, packing list and transport document ready, confirm who is the importer of record, and file through Altinn / TVINN before arrival.
